Kansas Budget

Just read an article from The Wichita Eagle concerning the state budget. Here is an extract.
Is the state really out of money?
Yes. Over the past three fiscal years (June 30 to July 1) the state has used money it had saved to cover growing expenses. Before the governor signed the bill cutting about $300 million from the current budget last week, the state was projected to end the budget year with a $200 million shortfall.
